Waller County Long-Range Strategic Plan
In 2017, Waller County collaborated with the Cooperative Extension Office at Prairie View A&M University to develop a comprehensive long-range strategic plan. This initiative included multiple community meetings to gather input from residents and stakeholders across the county. As the plan evolved, the Texas Engineering Extension Service at Texas A&M University joined the effort to finalize and formalize the strategic roadmap.
The strategic plan, along with its supporting data appendix, is now available for download. This document outlines the county's vision, goals, and actionable strategies aimed at guiding sustainable development, infrastructure improvements, economic growth, and community enhancement initiatives for the future.

Innovation Index - A Productive Workforce
Waller County ranks in the 80th percentile in overall innovation intelligence. The Innovation Index, administered by the Indiana Business Research Center at Indiana University's Kelley School of Business and partially funded by the U.S. Commerce Department's Economic Development Administration, offers a unique framework for economic development. This index assesses a community's capacity to transform knowledge and innovation into economic prosperity through comprehensive evaluations in five critical areas:
Human Capital: Evaluates the skills, education levels, and competencies of the local workforce.
Economic Dynamics: Measures the rate of business establishment, growth, and innovation within the community.
Productivity and Employment: Assesses workforce efficiency and employment rates.
Economic Well-Being: Analyzes the standard of living and economic health of the community.
State Context: Considers the broader economic environment and policy framework impacting local development.
Each index comprises multiple sub-measurements to calculate an overall score compared to the national median. Scores above the national median indicate strong performance in those areas, with communities ranked relative to their peers nationwide.
